Requires the division of housing and community renewal, in collaboration with the New York state office for the aging, to establish a publicly accessible online database of available senior housing units; requires the New York state office for the aging to maintain the senior housing unit database.
Establishes the senior housing accessibility study group to examine and make recommendations for amending the New York state uniform fire prevention and building code to improve and enhance accessibility requirements for all newly constructed or substantially reconstructed senior housing developments.
Provides for annual adjustment of the maximum income threshold for eligibility for the senior citizen rent increase exemption (SCRIE), disability rent increase exemption (DRIE), senior citizen homeowners' exemption (SCHE), and disabled homeowners' exemption (DHE) by any increase in the consumer price index (CPI).
Requires an assessor to send a second copy of the application and notice for a real property tax exemption to persons with disabilities and limited incomes thirty days prior to the appropriate taxable status date.
Relates to the automatic identification of elderly pharmaceutical insurance coverage program enrollees who are eligible for HEAP and automatic enrollment of such eligible enrollees in HEAP.
Establishes a municipal senior center capital support program in the office for the aging to assist municipalities in accessing capital funds necessary for the purchase of senior buses; directs the director of the office for the aging to develop an application and establish criteria for the disbursement of grants to eligible municipalities for the purpose of procuring senior buses; makes an appropriation.
Increases the income thresholds for eligibility for the senior citizen and disabled person property tax exemptions; applies to any local law, resolution or ordinance amended or adopted on and after the effective date of this act.
Increases the amount of income property owners may earn for the purpose of eligibility for the property tax exemption for persons over sixty-five years of age; increases such amount to $75,000.
Establishes the interagency elder justice task force consisting of representatives of state agencies whose work involves elder justice to create greater collaboration and develop overarching strategies, systems, and programs with a goal of protecting older adults from abuse and mistreatment.
Establishes a senior housing task force for the purposes of conducting a state-wide assessment of senior housing needs taking into consideration the various geographical areas and different needs of the seniors in those areas and resources available in those different areas.
