Lowers the threshold for eligibility for the appropriation of moneys for the promotion of agriculture and domestic arts from five thousand dollars to two thousand five hundred dollars.
Enacts the New York state excess food act which provides for mandatory donation of consumable food products; provides mandatory composting of appropriate materials; establishes the New York state excess food fund which will be funded by fines collected from violations of the New York state excess food act.
Expands eligibility for designation as land used in agricultural production by lowering the average gross sale value of the land to $20,000 or more in certain cases.
Relates to outdoor restraints of dogs; prohibits tethering under cruel or inhumane conditions, including during dangerous weather conditions when a weather alert, advisory or warning is in effect; provides for civil penalties for violations.
Creates a task force on animal laws; requires reporting to the governor and legislature of recommendations on how to increase statewide uniformity of such.
Requires the department of agriculture and markets to develop and maintain a database on the impact of climate change on agriculture; requires farmers to report to the department on the impact of climate change on agriculture, including but not limited to crops grown, outcomes and yield.
Prohibits the confinement of farm animals in a cruel manner; provides that anyone who violates such cruel confinement prohibitions shall be guilty of a misdemeanor.
Authorizes and directs the commissioner of agriculture and markets to conduct a study on climate resilient crops and climate smart farming practices; requires the commissioner to report to the governor and legislature within one year with recommendations for legislation and administrative programs.
