Waives the assessment of fines or monetary penalties against a not-for-profit organization, school, place of worship or small business located in a city with a population of one million or more by a state or local agency for a violation of law, rule, regulation or executive order during the COVID-19 covered period; provides exceptions.
Imposes a commercial vacancy tax on vacant or abandoned commercial storefronts located in a city with a population of one million or more of one percent of the assessed value of the property.
Creates the blue light emergency phones pilot program in all five boroughs and directs the commissioner of parks, recreation and historic preservation to study and report upon the use of such program.
Requires the sanitation department of the city of New York to provide owners, lessees or persons in charge of a premises at which a violation of the city solid waste disposal law is alleged to have occurred with a photograph of the materials, condition or situation constituting the violation.
Relates to community hiring and workforce development; provides employment opportunities for economically disadvantaged candidates and economically disadvantaged region candidates and apprenticeship utilization on public transactions; provides for the repeal of such provisions upon the expiration thereof.
Relates to the sale, lease or other disposition of property of the city, New York city department of education, New York city educational construction fund, New York city school construction authority and New York city housing authority; requires all disposition to be subject to New York city's uniform land use review procedure; requires prior notification and community consultation.
Requires that any disposition of land or buildings by the New York City Housing Authority be subject to and comply with the provisions of New York City's Uniform Land Use Review Procedure.
Requires that a city with a population of one million or more shall establish a residential composting program for all buildings with residential units.
Enacts the "New York city teleworking expansion act"; provides that each agency shall establish a policy and program to allow employees to perform all or a portion of their duties through teleworking to the maximum extent possible without diminished employee performance; defines the term "telework" to mean to perform normal and regular work functions on a workday that ordinarily would be performed at the agency's principal location at a different location, thereby eliminating or substantially reducing the physical commute to and from such agency's principal location.
