Requires the city of New York to repair any sidewalk damaged by a tree under its exclusive care that is adjacent to any class one property, class two condo or coop or any house of religious worship.
Relates to credits for charges in which services were not supplied; requires the city of New York to make certain that there are no charges being levied for services which were not supplied to a covered entity; requires accounts to be credited for services not provided.
Makes technical amendments to a chapter authorizing the city of New York to discontinue the use as parkland a portion of real property in the borough of Brooklyn and to transfer such lands to the metropolitan transportation authority.
Enacts the "New York City Training And Comprehension of Trauma in Children (TACTIC) Act"; establishes the TACTIC council; provides for a trauma informed care training program to teachers in schools located in the city of New York; creates a department of child trauma informed care to assist with parenting workshops, to assign trauma informed care specialists to schools and to report to the TACTIC council regarding child trauma informed care provided to schools in the city of New York.
Requires eligible agencies that receive state funding for universal prekindergarten located in a city with a population of one million or more to accept administration for children's services child care vouchers if such eligible agency is a licensed or registered child care setting.
Requires the New York city department of corrections and the New York city health and hospitals corporation to adopt safety policies to protect health care workers who treat incarcerated individuals.
Amends the Hudson river park act to prohibit a heliport within the boundaries of the Hudson river park; extends certain provisions relating to interim commercial recreational use in certain areas of the park.
Relates to construction and mentoring programs; provides that an agency may establish a mentoring program for small businesses in construction trades; directs the New York city housing authority to establish and implement reasonable procedures to secure meaningful participation of minority and women owned enterprises and small businesses in its procurement process; provides the New York city health and hospitals corporation to use the same measures to enhance mentoring opportunities for small businesses as are available to the city of New York.
Amends the membership of the New York city water board to include the five borough presidents, the mayor or a public member appointed by the mayor and a public member appointed by the governor who has experience in the science of water resource development.
Requires Richmond County to establish a hazards annex to the Richmond county emergency management plan for certain fixed energy storage facilities to ensures that Richmond County is prepared to deal with the potential dangers, such as high-temperature chemical fires, associated with large scale energy storage facilities, including those placed or planned to be placed in assembly district 63.
Provides a period of probable usefulness for the financing of a leasehold interest in a certain parking garage by the city of White Plains, of twenty years.
Relates to the applicability of local building codes to state and state agency owned buildings; requires full compliance upon alteration or if such building ceases to be owned by the state.
Makes technical corrections relating to the MTA and the Penn Station Access Project; authorizes the city of New York to discontinue a portion of real property in the county of the Bronx as parkland and to grant easements for improvements to the railroad right-of-way to bring Metro-North railroad service to four new stations in the Bronx and to Pennsylvania Station in the county.
