Establishes a registry in New York city for residents who do not want circulars or other printed material or samples of a commercial nature left at their residence.
Relates to the city charter referendum process; repeals certain provisions regarding the adoption of a new or revised city charter proposed by a charter commission which limit the submission of questions to a city's qualified electors; eliminates the rule that provides that whenever a city charter commission puts a proposal on the local ballot, all other local referendum proposals are barred from the ballot.
Requires that a city with a population of one million or more shall provide at least one curbside composting collection site for every five thousand people with bi-weekly collection days.

Requires the New York city department of buildings to confirm that there are no tenants living at certain properties prior to approving or issuing permits for the demolition or the substantial alteration or renovation of such properties.
Requires containerized waste systems for certain residential buildings with more than one hundred fifty units; defines "containerized waste system" as a waste management system that utilizes sealed containers with dimensions of up to eight feet in width, five feet in height and twenty feet in length.
Authorizes the city of Yonkers to establish a separate fund into which revenue earmarked for the safe city streets, safe streets, safe schools program will be deposited.
