Relates to establishing restrictions on the sale of over-the-counter diet pills and dietary supplements for weight loss or muscle building; prohibits the sale of over-the-counter diet pills or dietary supplements for weight loss or muscle building to people under 18; exempts certain protein powders, protein drinks and foods.
Sets requirements for the sale, lease, and rental of powered bicycles, powered mobility devices, and storage batteries for such devices; provides for penalties for the violation thereof.
Prohibits digital advertisers from establishing a virtual "geofence" around a health care facility that enables the advertiser to send targeted advertisements to any cellphones or mobile devices that enter such health care facility; prohibits the delivery of digital advertisements to persons in a health care facility using geofencing technology.

Requires any person, firm or corporation offering any dairy product, meat, meat by-product, meat food product or perishable food item for sale in the state to label such product with an expiration date clearly visible in a conspicuous location; provides that such date shall be the time after which such item is unfit for human consumption as determined by industry standards; provides that no such products shall be allowed to remain on display or offered for sale after such date.

Provides for an allowable recovery by a rental vehicle company from its renters for actual costs incurred to title, register, plate and inspect rental vehicles as determined by an annual audit conducted by the rental vehicle company.
Prohibits persons or entities headquartered or incorporated in New York that provide electronic communications services to the general public, from producing records that would reveal the identity of the customers using those services, data stored by or on behalf of the customers, the customers' usage of those services, the recipient or destination of communications sent to or from those customers, or the content of those communications, when served with a warrant issued by another state to produce records under certain circumstances, and prohibits geofencing of health care facilities for certain purposes.
