Prohibits the mailing of credit card applications to persons under twenty-one years of age except when requested; provides for a penalty of no more than one thousand dollars per violation.
Relates to prohibiting retail establishments including food-service establishments from refusing to accept payment in cash; provides a civil penalty will be assessed for such actions.
Requires certain businesses to offer identity theft prevention and mitigation services in the case of a security breach; exempts businesses under financial hardship.

Requires the disposal of copies of identification documents by owner, lessee, proprietor or manager of any hotel, motel, steamboat, tourist cabins, camp, resort, tavern, inn, boarding or lodging house.
Relates to arbitration organizations; requires private arbitration organizations involved in fifty or more consumer arbitrations per year to collect, publish at least quarterly, and make available to the public in a computer-searchable database certain information relating to such arbitrations; prohibits financial conflicts of interest.
Provides certain warranties and protections for purchasers of new and used motor vehicles; includes commercial and business purchasers under the Lemon Law.
