Relates to establishing requirements and penalties for combination utility companies during service outages; provides that a penalty for failure to reasonably comply with requirements that protect the overall reliability and continuity of combination utility company services shall be up to one hundred dollars per violation or for a pattern or practice of such violations up to one thousand dollars per violation.
Relates to establishing electric vehicle charging station reliability reporting and standards; requires the commission to develop reliability, recordkeeping and reporting standards for electric vehicle charging stations by January 1, 2025.
Relates to decisions by the state board on electric generation; requires approval through public referendum prior to certification for establishing a major electric generating facility.
Relates to the encroachment or adverse effect upon military operations by tall energy structures, major renewable energy facilities or wind energy facilities.

Requires a study on the national electric safety code line height standard for overhead utility lines and communication lines as such relate to the height of agricultural equipment and other heavy duty equipment.
Requires ad hoc members to be appointed in order to constitute a quorum on the board of electric generating facilities; includes ad hoc members as part of the board.
