Requires a multi-agency study of the issues impacting the continuum of caregiving in the state; requires the submission of a report of the findings, conclusions and recommendations from such study to the governor and the legislature.
Establishes the New York state commission on economic inequality, equal opportunity, and competitiveness; provides such commission shall investigate, evaluate and make recommendations concerning how to work toward reducing economic inequality, eliminating poverty, achieving equal opportunity and full employment, and boosting economic competitiveness and growth.
Designates August thirty-first of each year as a day of commemoration to be known as "Overdose Awareness Day"; requires the flag to be flown at half-staff on such date.
Prohibits state agencies from promulgating rules, regulations or any form of guidance requiring individuals under the age of eighteen who are not exhibiting COVID-19 related symptoms, as defined by the centers for disease control and prevention, to wear a mask or face covering in a public place or while participating in any recreational or organized sporting activity.
Requires a call-blocking service to be provided in state contracts that include procurement of a voice service; provides that a voice service provider shall not be subject to civil or criminal liability for failure of a call-blocking service to block a call, or mistakenly blocking a call that should not have been blocked.
Requires public officers and public bodies to make reasonable efforts to provide qualified interpreters at no charge for the hearing impaired at public meetings and hearings upon written request to the public officer responsible for the siting of such hearing; requires installation and use of assistive listening devices.
Enacts the online revenues and expenditures transparency act to provide for the development of a single, searchable budget database website accessible to the public, at no cost.
Authorizes police agencies to charge fees for searching, copying, and mailing police agency generated records except for where the requesting party is a victim to or was charged with the crime related to such documents.
Relates to standards for the erection of tents or membrane structures; requires standards permitting restaurants and establishments licensed to sell alcoholic beverages at retail for consumption on the premises to erect such structures for more than 180 days provided the local municipality permits such use.
Modifies the requirements for in-service training programs designed to assist code enforcement personnel in maintaining skills and being informed of technological advances.
