Requires the director of information technology services to undertake a detailed study of the comparative qualities of cloud computing services and state data center operations.

Establishes the "Malcom X unsolved civil rights crime act"; requires the assistant attorney of the civil rights bureau to investigate violations of criminal civil rights statutes that occurred not later than December thirty-first, nineteen seventy-nine, and resulted in a death.
Relates to police officer and peace officer hiring and transfers; requires police agencies review any possible internal files of police misconduct and complaints as well as pending criminal charges before hiring or allowing for a transfer.
Allows signatures, records and contracts secured through blockchain technology to be considered in an electronic form and to be an electronic record and signature; allows smart contracts to exist in commerce.
