Requires that all candidates for elected local, state or federal office shall be required to caption any video advertisement which is viewed by the general public.
Establishes the state all-electric building plan to require the office of general services to transition all buildings owned by the state to be all-electric buildings.
Entitles each member of the legislature to bring one statewide piece of legislation of his or her choosing to the floor for a vote without a home rule message and committee review during each two-year term.
Directs the department of state, in cooperation with other departments, to provide technical assistance to any municipality, upon request, that has had a college or university close within such municipality.
Requires that when a complaint is made to local code enforcement of a violation of the uniform fire prevention and building code which results in the issuance of a compliance order, the complainant shall also be provided a copy of such order.
Requires the office of victim services to provide notification of potential eligibility for crime victims' awards; directs the state police and the municipal police training council to develop procedures for notifying next of kin of available programs and services upon in-person death notifications.
Permits enrollment eligibility for federal, state and local court officials and their immediate families in the address confidentiality program to protect judicial officers.
Prohibits a charitable organization from using any charitable donations that the charitable organization receives to make any sort of payment that arises as a term of a confidentiality agreement or closed settlement agreement.
Requires members of a public body to complete a minimum of two hours of training on the state's open meetings law and freedom of information law; requires certain local, city, county, town and village public body members to complete such training as well.
Enacts the "taxpayer access to publicly funded research act"; defines terms; requires each agency that provides funding for direct research shall develop a public access policy.
Requires contractors receiving public funds to pay amounts owed to small businesses and minority-owned business enterprises within seven days of receipt of payment from state agencies.
Adds employee-owned enterprises and worker cooperatives to the list of preferred contractors for public contracts in the state; authorizes such enterprises and cooperatives to make certain purchases from centralized contracts for commodities, subject to conditions of the office of general services; authorizes the comptroller to conduct certain audits of employee-owned enterprises and worker cooperatives.
