Provides for eminent domain reform; creates the "home and property protection act"; creates a temporary state commission to examine eminent domain laws.
Relates to requiring a mortgagor to provide notice of imminent foreclosure to his or her tenant or prospective tenant prior to he or she renewing or signing a lease agreement.
Enacts the child custody reform act to provide uniform statewide standards for the litigation and mediation of child custody disputes; provides for an initial planning conference between the judge and all parties to attempt a settlement; provides for mediation unless the court finds mediation is inappropriate; requires the chief administrator of the courts to establish plans for the conduct of administration of the mediation and preparation of evaluation reports.
Requires more specific data reporting by the chief administrator to include information relating to all courts in the unified court system, including town and village courts.
Prohibits certain noncitizens, foreign governments, and foreign entities from taking any real property that is zoned as industrial, light industrial, heavy industrial, residential agricultural, agricultural or rural agricultural.
Relates to prohibiting the acquisition or transfer of agricultural land by foreign adversaries after January 1, 2024; provides that such prohibition will not apply to any interest in agricultural land held by a foreign adversary prior to such date or any federally recognized Indian tribe or its government units and enterprises; defines terms.
Requires the modification of restrictive covenants prior to the sale of real property when covenants, conditions and restrictions exist which discriminate on the basis of race, color, religion, sex, sexual orientation, familial status, marital status, disability, national origin, source of income or ancestry.
Gives justice courts limited equity powers to compel compliance with local zoning, building and fire prevention codes; grants justice courts the authority to issue injunctions and temporary restraining orders relating thereto.
Prohibits the admissibility of evidence of a victim's sexual conduct, sexual predisposition, or manner of dress in civil actions or proceedings; provides limited exceptions.
Requires the state commission on judicial conduct to transmit its annual budget request to the governor for inclusion in the executive budget without revision; relates to complaints regarding judges and confidentiality of records; extends the jurisdiction of the state commission on judicial conduct as to judges who resign or retire while under investigation or formal charges.
