Establishes the office of the independent intellectual and developmental disability ombudsman program for the purpose of assisting individuals with intellectual or developmental disabilities to ensure that they receive coverage from managed care organizations that is appropriate in meeting their individual service needs; uses a request for proposal process to determine who shall be responsible for such program.
Safeguards cash accounts for people with developmental disabilities in a facility under the control of the commissioner of mental health, the commissioner of the office for people with developmental disabilities and the commissioner of alcoholism and substance abuse services.
Creates the twelve member rural suicide prevention council to examine the causes of rural suicides or attempts and to make recommendations for rural suicide reduction.
Establishes a Black youth suicide prevention task force to study the current mental health practices and suicide prevention of Black youth age 5 through 18 years and make recommendations therefor; provides for the number of members, manner of appointment and the topics to be reviewed.
Allows for certain rules and regulations to be waived in order to promulgate collaboration between mental health providers to develop programs for the benefit of the mentally ill.
Requires the state to reimburse municipalities for loss of real property tax revenue resulting from the establishment of community residential facilities for the disabled.
Relates to a cost of living adjustment for designated human services programs for the purpose of establishing rates of payments; extends certain provisions; excludes food and energy.
Relates to the powers and duties of the advisory council of the justice center for the protection of people with special needs; adds additional duties relating to investigations of allegations of abuse and neglect.
Requires the office for people with developmental disabilities, department of health and division of the budget to authorize voluntary providers of supports and services to individuals with intellectual and developmental disabilities to bill and be reimbursed within thirty days of billing for novel coronavirus, COVID-19 related costs and expenses, including, but not limited to, increased staffing and personal costs, personal protective equipment expenses, and increased residential cost.
Creates statewide emergency and crisis response council to work in conjunction with the commissioners of mental health and addiction services to jointly approve emergency and crisis services plans submitted by local governments, and provide supports regarding the operation and financing of high-quality emergency and crisis services provided to persons experiencing a mental health, alcohol use, or substance use crisis.
Directs the commissioner of mental health to establish a maternal mental health workgroup to study and issue recommendations related to maternal mental health and perinatal and postpartum mood and anxiety disorders; identifies underrepresented and vulnerable populations and risk factors in the state for maternal mental health disorders that may occur during pregnancy and through the first postpartum year.
Relates to establishing integrated community mental health clinics to provide services to address mental health issues, anger management issues, substance abuse issues and isolation issues.
Establishes peer crisis diversion homes; requires the commissioner to establish or contract for no less than six peer crisis diversion homes within one year.
