Authorizes the commissioners of the department of health, the office of mental health, and the office of addiction services and support to jointly establish a single set of licensing standards and requirements for the construction, operation, reporting and surveillance of comprehensive outpatient services centers.
Establishes minimum compensation standards for the reimbursement of home health agencies and persons employed thereof; directs the commissioner of health, in consultation with the commissioner of the office for people with developmental disabilities to develop methodologies to determine such minimum compensation standard.
Relates to the reimbursement of local services provided to persons with a disability; provides for retroactive reimbursement if local services were furnished prior to approval.
Creates a Down syndrome awareness program to provide up-to-date and evidence-based information on Down syndrome to health care providers who order tests for a pregnant woman or infants to screen for Down syndrome.
Authorizes the governor and lieutenant-governor, commissioner of general services, secretary of state, comptroller, attorney general, and members of the legislature, provided that such request does not impact upon the department's ability to manage its facilities as determined by the director of the facility, to visit any facility designated by the commissioner of mental health for care and treatment.
Directs the commissioner of the office of mental health and the director of the state office for the aging shall establish a mental home health services program for the aging to facilitate access to mental home health services to respond to identified mental health needs, including those needs that may have resulted from the COVID-19 pandemic, and for the aging or families that may not have access to mental health professionals in-person; makes related provisions.
Establishes an LGBTQ+ youth and young adult suicide prevention task force; provides for the number of members, manner of appointment and the topics to be reviewed.
Expands the legislative reporting requirements for the office of mental health and the office for people with developmental disabilities to include the chair of the assembly committee on people with disabilities and the chair of the senate committee on disabilities.
Establishes a Black youth suicide prevention task force to study the current mental health practices and suicide prevention efforts of Black youth age 5 through 18 years and make recommendations therefor; provides for the number of members, manner of appointment and the topics to be reviewed.

Establishes a statewide person-centered mental health services work group to improve statewide mental health planning and outcomes to achieve a person-centered, prevention-first integrated and tiered system of care for holistic health and wellness.
