Provides members employed as an emergency medical technician, critical care technician, advanced emergency medical technician, paramedic or supervisor of such titles in a participating Suffolk county fire district with the eligibility to retire upon the completion of twenty-five years of total creditable service; makes related provisions.
Directs the commissioner of the office of children and family services, in consultation with the commissioner of education, to develop educational materials regarding resources and programs available to foster care youth who are preparing to attend or are attending institutions of higher education including information on funding opportunities that are available for such youth.

Exempts the city of New York, the city school district of the city of New York, the New York city industrial development agency, the New York city health and hospitals corporation, or the New York city housing authority in connection with construction contracts that have an estimated cost of no less than five million dollars or is subject to an owner-controlled insurance program for projects from requirements regarding application to a particular insurance company, agent or broker.
Relates to authorizing state university police, regional state park police and detective investigators for the office of the attorney general to receive additional service credit in an optional twenty year retirement plan.
Enacts the birds and bees protection act; prohibits the sale of certain pesticides or use of seeds coated with such pesticides; requires the department of environmental conservation to review the latest scientific information concerning certain pesticide active ingredients.
Authorizes the village of Washingtonville, Orange county, to issue serial bonds, subject to the provisions of section 10.10 of the local finance law, on or before November 30, 2024, in an aggregate principal amount not to exceed $4,500,000 for the specific object or purpose of liquidating the accumulated deficits of the general fund, water fund, sewer fund and capital projects fund.
Establishes the homeowner protection program; provides that the department of law shall establish the homeowner protection program to ensure the availability of free housing counseling and legal services to homeowners for the purposes of mitigating threats to homeownership; provides that the department of law shall provide grants to eligible not-for-profit housing counseling organizations and legal services organizations to provide services under the program.
Extends certain provisions authorizing the county of Hamilton to impose a county recording tax on obligations secured by mortgages on real property to December 1, 2025.
