Requires pre-trip safety briefings by drivers of stretch limousines; directs the commissioner of DMV to establish content for safety briefings to be made to passengers and requires drivers to demonstrate proficiency in providing briefings.
Authorizes the commissioner of motor vehicles to impose higher civil penalties upon motor carriers who fail to report to the commissioner of motor vehicles certain disqualifying violations by bus drivers employed by such carrier.
Relates to additional equipment requirements for stretch limousines; requires that stretch limousines are equipped with the necessary quantity of window break tools and operational fire extinguishers.
Requires highway projects that receive state funding to include the installation of broadband conduits suitable for fiber optic cables or wireless facilities that support broadband services; provides for access to such conduits on a competitively neutral and nondiscriminatory basis, for a charge not to exceed a cost-based rate.
Provides recourse for a person whose vehicle was wrongfully towed in a city with a population of one million or more against the parking violations bureau in such city or the responsible agent of such bureau by granting such person the right to appear before a panel of administrative law judges which shall be empowered to order the correction of records, the refund of any fee paid to release the wrongfully towed vehicle and the reimbursement of out-of-pocket expenses, including lost wages; defines the term "wrongful tow."
Provides for a fine of not less than ten thousand dollars for each offense committed, or by imprisonment for not more than one hundred eighty days or by both such fine and imprisonment for a class A misdemeanor where a stretch limousine has failed an inspection but an operator still operates such vehicle; provides for the seizure and redemption of unlawfully operated and unsafe commercial motor vehicles by an officer; requires such vehicle information to be entered into the New York statewide police information network as an impounded vehicle; makes related provisions.
Provides that a stretch limousine shall not be operated if it is more than ten years old or has more than 350,000 miles on the odometer, whichever occurs first; permits exceptions by the commissioner; provides for imputed odometer calculation in certain circumstances.
Specifies conditions for the issuance of optional mobile or digital alternatives to driver's licenses and non-driver identification cards; prohibits law enforcement from seeking consent for phone searches during identity verifications using mobile or digital alternatives to driver's licenses and non-driver identification cards.
Relates to updating the driver's manual provided to accepted learner's permit applicants and driver education courses to include a description of law enforcement procedures during traffic stops and the actions a motorist shall take during such stop including appropriate interactions with such officers.
Relates to providing notice to school districts and nonpublic schools located in a city with a population of one million or more of certain construction projects; requires county superintendents to provide written notice to such school districts and nonpublic schools of certain construction projects undertaken within three hundred feet of a building of such school districts or nonpublic schools.
