Relates to distinctive license plates issued to gold star mothers; permits gold star mothers to retain one keepsake plate as a commemorative item after distinctive plates are surrendered.
Increases the penalties for operating a snowmobile while intoxicated, doubles penalties for operators having .16 of one per centum or more by weight of alcohol in his or her blood, breath, urine, or saliva, and includes other operating while intoxicated convictions in sentencing considerations.
Establishes that the department of motor vehicles shall notify individuals via postal mail that their vehicle inspection is subject to expiration thirty days before such expiration; provides for a five day grace period after the expiration of the vehicle inspection certificate wherein operators of such vehicle shall not be fined.
Establishes a non-trail snowmobile registration for snowmobiles which shall be used solely for the purpose of gaining access to hunting and fishing areas; requires a $25 registration fee, $15 of which shall be deposited in a snowmobile trail development and maintenance fund.
Provides for the establishment of school speed limits of not less than fifteen miles per hour by the legislative body of any county or, if so delegated, by the legislative body of any locality within said county on a portion of a state highway passing a school building.
Lowers the blood alcohol concentration required for driving while intoxicated from .08 of one per centum to .05, and for aggravated driving while intoxicated from .18 per centum to .12.
Relates to violations and a mandatory surcharge for parking in a bicycle lane which shall be paid to the clerk of the court of administrative tribunal that made the determination of liability.
Increases the penalties for leaving the scene of an accident involving an electric scooter without reporting in the second degree and leaving the scene of an accident involving an electric scooter without reporting in the first degree.
Provides that any vehicle which: has been issued a permit pursuant to subdivision 15 of section 385 of the vehicle and traffic law; is transporting road salt; and does not have a gross vehicle weight rating in excess of one hundred seven thousand pounds, shall be authorized to operate on all public highways and bridges at any time between the months of October and April.
Authorizes the issuance of distinctive legion of valor license plates for individuals who have received the army medal of honor, navy medal of honor, air force medal of honor, army distinguished service cross, navy cross, coast guard cross, or air force cross.
Relates to vehicle inspection renewal notification; authorizes the commissioner to send via postal mail notification that vehicle inspection is subject to expiration, and the commissioner shall keep a record of such notification.
