Aligns state and local procurement laws with federal law prohibiting the procurement of certain information and communications technology and electronic parts or products which are determined to pose a risk to state and national security.
Provides for expedited payments of abandoned property under a certain monetary threshold by the state comptroller pursuant to an abandoned property expedited payment program.
Authorizes the department of taxation and finance to disclose certain information to the department of environmental conservation or the New York state energy research and development authority for the purpose of implementing the New York state climate leadership and community protection act.
Authorizes the director of the division of minority and women's business development and the mayor of the city of New York to enter into a memorandum of understanding to allow reciprocity between the state and New York City for businesses that are certified as minority and women-owned business enterprises.
Establishes the rare disease advisory council to identify best practices, raise awareness regarding rare diseases, evaluate barriers to access to care, and to make recommendations to the legislature and the governor.
Authorizes Richard Lee Johnson to take the competitive civil service examination for the position of police officer and be placed on the eligible list for employment as a full-time police officer for the village of Canastota police department.
Provides that the materiality test shall focus on the potential effect of the false record or statement when it is made, not on the actual effect of the false record or statement when it is discovered; provides that unless the attorney general has provided the court with written approval that the qui tam plaintiff may continue the action, the court shall dismiss the action without prejudice to any state or local government; makes related provisions.
Establishes a minimum threshold of five hundred dollars for recovery of overpayment of wages; provides an employee who is alleged to have been overpaid notice and an opportunity to respond to such allegation prior to the state seeking such recovery.
