Creates the "Dignity for Immigrants in New York State Act", prohibiting detention of individuals based only on the violation of federal immigration laws.
Prohibits the use of biometric surveillance technology by law enforcement; establishes the biometric surveillance regulation task force; provides for the expiration and repeal of certain provisions.
Relates to prohibiting police officers from carrying or using a firearm during any phase of the officer's official duties unless the officer has satisfactorily completed a course of training that meets or exceeds the minimum standards established by the municipal police training council.
Establishes a program to provide immediate assistance to persons to whom an appearance ticket has been issued in order to address the critical needs of such persons for housing, medical treatment, legal representation, and other requirements.
Directs the licensing authority in each county to process firearms license applications for victims of domestic abuse who have been issued an order of protection within 14 days of receiving the application.
Requires a written determination to be made, on each application for issuance or renewal of a license to carry or possess a pistol or revolver, within 180 days of receipt; requires refund of all fees submitted with such application if a determination is not made in a timely manner.
Provides that possession and use of a firearm in certain locations under the supervision, guidance and instruction of a qualified firearms instructor shall not be a crime.
Provides for the admissibility of a victim's outcry and disclosures in cases of sexual abuse regardless of when the disclosure was made relative to the abuse.
