Enacts the economic development performance review act; prescribes the functions and purposes of the special evaluation program bond act; requires state agencies involved in economic development activities to prepare an annual comprehensive performance review of their programs.
Requires housing affordability impact notes in relation to rules with the purpose or effect to increase or decrease the cost of constructing, purchasing, owning or selling a single family residence or a multi-unit housing development, either directly or indirectly.
Directs DEC to designate a representative for each environmental conservation region of the state to serve as the point of contact for municipalities to aid in the acquisition of resources and funding for water projects.
Relates to enacting the "New York wine & distilled spirits development act"; allows individuals to hold more than one seven day license to sell liquor at retail for off-premises consumption; establishes the New York distilled spirits and wine industry marketing and promotion fund.
Defines community significant projects as a business creating or retaining current jobs as determined by the commissioner, with particular emphasis on employment and/or training of current public housing residents; currently located or to be located in existing leased space of a building in a public housing development in the state; and which makes significant qualified capital investments to start a business, or improve services and working conditions for an existing business, when located in such public housing space and including such projects in the excelsior jobs program.
Relates to the establishment of a state university-based center for employee ownership that provides education and outreach to business owners regarding employee ownership.
Enacts the "empire innovation act"; provides that a participant in the excelsior jobs program shall be eligible to claim a credit equal to the portion of the full cost of the participant's research and development expenses incurred that relates to the participant's research and development expenditures in New York state during the taxable year; provided however, if the participant receives a federal research and development tax credit calculated on the full cost of the participant's research and development expenses that relates to the participant's research and development expenditures in New York state during the taxable year, then said participant shall only be eligible to claim a credit equal to fifty percent of the portion of the participant's federal research and development tax credit that relates to the participant's research and development expenditures in New York state during the taxable year.
Creates an "I Love NY Historic Small Business" niche brand to highlight small businesses listed on the registry of historic businesses maintained pursuant to section 14.11 of the parks, recreation and historic preservation law.
Exempts certain property from the prohibition of alcohol sales within a certain distance of a church within the county of Washington, state of New York.
Establishes the small business energy conservation ombudsman program to represent small businesses on issues relating to state energy policy and the goals of the climate leadership and community protection act.
Extends the reporting deadline of the advisory panel on employee-owned enterprises from June 30, 2024 to June 30, 2025; extends for one year the advisory panel on employee-owned enterprises which is tasked with reporting and making recommendations on how best to support such businesses and promote the formation and growth of new employee-owned enterprises in New York state.
