Mandates a fixed percentage of annual harness horse breeders awards; requires that all sire stakes funds generated by a specific racetrack be returned as purses to such track at the same level in order to allow New York to compete with states that have stronger awards programs.
Amends the definition of sports wager to include other things of value; changes the licensing requirement for mobile sports wagering operators; provides the state shall by no later than January 31, 2024 have fourteen operators and by January 31, 2025 have sixteen operators; provides tax rates shall be determined based on the number of operators.
Creates the jockey health insurance reserve fund for the payment of premiums not yet paid; provides for the return of funds if such reserve fund becomes no longer necessary.

Relates to the authority of the capital district regional off-track betting corporation to retain and disburse certain uncashed tickets to the corporations' participating counties.
Authorizes one percent of mobile sports tax revenue be used for problem gambling, one percent for youth sports and education funding, and one percent for youth team sports funding.
Provides that the gaming commission may, at its discretion, authorize an increase to the free play limitation for individual video lottery facilities upon illustration of benefit to the state.
Prohibits the minimum capital investment for a gaming facility from including certain tax expenditures, disposition of publicly owned property, grants or loans awarded by all state and municipal granting bodies, and certain development assistance programs.
Allows an authorized organization to receive a license to hold a game of chance on Easter Sunday and Christmas Day; eliminates time restrictions for such games held on a Sunday.
Extends the provisions relating to the New York state thoroughbred breeding and development fund until fourteen years after the commencement of the operation of a video lottery terminal facility at Aqueduct racetrack.
