Permits a potential lottery winner who lost their ticket to claim the winning amount provided that such person shows the lottery agency documentary proof of purchase of the winning ticket within one year of the winning date.
Relates to the tax on gaming revenues in region five of zone two and to the tax rates on certain facilities within the Tioga county portion of such region; adds additional vendor fees for a certain track located within Oneida county; extends the effectiveness of such additional vendor fees.

Provides for standardbred equine drug testing standards by permitting the New York state gaming commission to participate in the interstate compact on anti-doping and drug testing standards.

Relates to compensation for directors of the regional off-track betting corporation; requires off-track betting corporations located within Genesee County to report on actual use and implementation of the approved marketing promotion plan from the previous year, which shall include the name and address of each person receiving any promotional item or thing of value in excess of fifty dollars.
Prohibits off-track betting corporation vehicles from being used as take-home vehicles by board members, officers, employees, contractors, subcontractors, consultants, or agents of such corporation or by certain family members of such individuals; provides an exception therefor.
