Authorizes school districts to borrow against certain reserve funds, pursuant to a resolution adopted by the board of education of such school district.
Prohibits public utilities from using funds or being reimbursed by funds raised from ratepayers for contributions or gifts to political candidates, trade associations, public charities, and lobbyists, and for certain travel, entertainment and educational expenditures.
Requires milled roads within a city having a population of one million or more be paved over or resurfaced within seventy-two hours of such road being milled.
Directs the department of civil service to conduct a study on competitive examinations for public employment held by the state department of civil service and by municipal commissions to determine whether the contents of such examinations have a discriminatory effect on minority examinees; requires a report on such findings to be delivered to the governor and legislature.
Prohibits surcharges on self-installed dishwashers in housing accommodations subject to rent control when the tenant pays for electric utility service.
Enacts the "return abandoned property immediately and direct (R.A.P.I.D.) act"; relates to the return of abandoned property to owners by the state comptroller and the department of taxation and finance; repeals the provision that a holder of abandoned property need not specify certain information identifying the owner of abandoned property amounting to twenty dollars or less when delivering such abandoned property to the state comptroller.
Establishes discrimination where insurers exclude, limit, restrict or reduce coverage of a publicly-assisted housing accommodation due to lawful source of income.
Extends the duration of certain brownfield redevelopment and remediation tax credits with respect to a site located within the Renaissance Commerce Park situate within the city of Lackawanna, Erie county.
Provides that an applicant for the cooling assistance component of the home energy assistance program shall not be required to demonstrate that the household contains at least one person with a documented medical condition that is exacerbated by extreme heat to be eligible for a cooling assistance component benefit.
Establishes a Finger Lakes commission to act as an overarching body to coordinate between the local governments within the Finger Lakes region for conservation and development of such region.
Enacts the "Finger Lakes watershed stewardship act"; designates the department of health as the lead agency in governing watersheds of the eleven Finger Lakes that serve as a source of drinking water for surrounding communities; authorizes other state agencies to promulgate rules and regulations governing watersheds of the Finger Lakes that are not inconsistent with department of health rules and regulations.
Requires telemarketers to provide certain information within the first thirty seconds of a call; requires telemarketers to disclose the address of any company on whose behalf the telemarketer is providing telemarketing services on any website owned or operated by the telemarketer and in written communication to customers.
