Prohibits certain persons from receiving compensation for legal fees, consulting, or other work performed for an industrial development agency, an economic assistance corporation or state or local authority.
Enacts the "New York Stock Act"; prohibits public officers and employees from using nonpublic information derived from their official positions for personal benefit.
Relates to electronic financial disclosures of members and candidates of the legislature; requires creation of electronic version of disclosure statement; directs the commission on ethics and lobbying in government shall make available an editable, electronic, readable and searchable version of the annual statement of financial disclosure by January 1, 2025.
Requires legislators and candidates for members of the legislature to provide a link to their financial disclosure statements on their official state and campaign websites which shall direct website visitors to current and past financial disclosure forms that the legislator has submitted.
Prohibits lobbyists who are convicted of or plead guilty to class D felonies or higher level crimes from acting as a lobbyist for a period of three years from the date of the conviction; provides the authority to extend suspensions; entitles such lobbyist to a hearing upon application for suspension extension.
Relates to crimes against public trust by state officers; requires such state officers' salary to be suspended pending indictment for such crimes; if convicted requires such state officers to pay back the portion of their salary beginning with the pay period immediately proceeding the date upon which the first convicted offense occurred.
Prohibits state officers and employees from official involvement with a state project where the officer or employee acted as a consultant on such project.
Requires additional disclosures from lobbyists including: campaign contributions to elected officials; existing business relationships or associations with public officials; and the names of family members of a public official to whom the lobbyist, or his or her employer, paid compensation of over $500 in the preceding calendar year and the amount of compensation paid; provides for the disposition of campaign funds.
Authorizes the commission on ethics and lobbying in government to provide a training course concerning anti-sexual harassment training for lobbyists; requires lobbyists to complete the course annually.

Provides that contributions made by any person, firm, association or corporation to a member of the state legislature which are intended to be used by such member or on behalf of such member for the payment of legal services and other charges in connection with the legal defense of such member in any past or pending civil or criminal action shall be subject to similar monetary limitations and disclosure requirements set forth in the election law pertaining to campaign contributions.
Prohibits qualified immunity for public officials; authorizes attorney general enforcement; provides that statutory immunities and statutory limitations on liability, damages or attorney fees do not apply to such claims.
