Requires that prior to a contract with the state or other public entity being effective, a report must be filed with the comptroller disclosing financial interests.
Directs the department of health to develop state food guidelines for foods purchased, served, and sold by state agencies, programs, and institutions and on state property.
Enacts the New York tropical deforestation-free procurement act requiring that companies contracting with the state do not contribute to tropical primary forest degradation or deforestation directly or through their supply chains; establishes the supply chain transparency assistance program to assist small and medium-sized businesses and minority- and women-owned businesses in achieving compliant supply chains.
Aligns state and local procurement laws with federal law prohibiting the procurement of certain information and communications technology and electronic parts or products which are determined to pose a risk to state and national security.
Authorizes the empire state development corporation to retain an independent MWBE consultant firm for the purpose of helping reduce contractor violations of the provisions of article 15-A of the executive law; requires contractors in violation of the provisions of article 15-A of the executive law to retain independent monitors to oversee compliance.
Extends the effectiveness of certain provisions providing centralized service to political subdivisions and the authority of the commissioner of general services to aggregate purchases of energy.
Relates to comprehensive delivery of infrastructure delivered between a public entity and a development entity consolidating at least two or more of design, construction, finance, operations and/or maintenance work, including construction manager or construction manager at risk; authorizes a public entity to pursue certain authorized projects; provides for project funding and authorizes the public entity to accept from any source any grant, donation, gift or other form of conveyance of land, money; provides for labor and public interest protections; makes related provisions.
Exempts small business enterprises that manufacture metal or vinyl windows and doors from certain employee limits and personal net worth limits for purposes of certification of a minority-owned business enterprise.
Provides that on or before January 1, 2025, in consultation with the department of environmental conservation, the office of general services shall establish a methodology for state agencies to estimate, to the extent practicable, the greenhouse gas emissions that occur through the life cycle of all food and beverages purchased by the state agency, including third-party vendors that provide food on behalf of the state agency; makes related provisions.
Allows a city with a population of one million inhabitants or more, or any district, board or agency with jurisdiction exclusively within such city, to authorize or require bids and offers for any contract to be submitted in an electronic format; provides such city, district, board or agency may conduct a public opening and reading of bids or identification of offerers.
Authorizes the director of the division of minority and women's business development and the mayor of the city of New York to enter into a memorandum of understanding to allow reciprocity between the state and New York City for businesses that are certified as minority and women-owned business enterprises.
