Provides final discipline authority over civilian complaints to the civilian complaint review board; creates a hearing officer and adjudicative body for such complaint review board.
Enacts the "sewage flooding prevention act"; authorizes certain homeowners and not-for-profit agencies in New York City to receive an abatement of real property taxes up to two thousand dollars for the cost of installing sewer improvement check valve devices on certain dwellings; directs the New York City department of environmental protection to promulgate any necessary rules and regulations.
Relates to the placement of school crossing guards; requires school crossing guards to be placed on each of the corners of streets adjacent to public and private schools in New York City serving students in grades K-8 and on each side of streets with more than four lanes.
Relates to the application of special rebates and discounts to certain eligible energy users that conduct a manufacturing activity within the city which produces new goods primarily from waste paper or other recyclables collected from residential sources in the city.
Directs a city with a population of one million or more to reduce its real property tax levy for the 2024 fiscal year by an amount not less than the real property tax increase authorized pursuant to local law 40 of the city of New York for the year 2002.
Authorizes the commissioner of finance of the city of New York to establish a property tax amnesty program; provides that such program shall last for 4 months and shall forgive up to $1000 of interest on a delinquent tax bill if 100 percent of the principal bill is paid.
Requires that any disposition of land or buildings by the New York City Housing Authority be subject to and comply with the provisions of New York City's Uniform Land Use Review Procedure.
Extends the benefits of the variable supplements fund to all New York city police officers, firefighters, housing police, transit police, correction officers and registered domestic partners.
Clarifies the extension of uniform land use review procedures to any not-for-profit organization or corporation proposing to provide shelters to the homeless irrespective of any declaration of an emergency or a finding of need for immediate action.
