Extends a term estate; makes certain other changes relating to property known as Henry Kaufmann Campgrounds in the borough of Staten Island, city of New York until September 30, 2122.
Makes technical amendments to a chapter authorizing the city of New York to discontinue the use as parkland a portion of real property in the borough of Brooklyn and to transfer such lands to the metropolitan transportation authority.
Establishes the end toxic home flipping act; imposes a tax on the transfer of certain residential properties which are sold within two years of the prior conveyance of such property; exempts certain purchases of residential properties from mortgage recording taxes; imposes a tax on the transfer of certain properties in the city of New York which are sold for one million dollars or more.
Relates to prohibiting New York city boards of elections from entering into contracts for certain services related to the conduct of elections with any entity that does not employ union labor.
Requires school crossing guards to be on each and every corner of every city block that contains a public or private high school during arrival and dismissal.
Provides that any small property owner that owns twenty units or less shall be entitled to free legal services if such small property owner can prove a loss of at least twenty percent of rent payments in a calendar year; defines "small property owner" as any lessor in a residential real property transaction, and includes an owner of twenty units or less who lists residential real property for lease with an agent, whether or not a lease results, or who receives an offer to lease twenty units of residential real property or less.
Authorizes application of the property tax abatement for rent-controlled or rent regulated properties occupied by senior citizens or disabled persons, to those units occupied by tenants paying the maximum allowable rent when such rent exceeds 1/2 of the household income; provides for state payments to cities affected thereby equal to 10% of lost real property tax revenue.
Directs the mayor's traffic representatives to work with members of the New York city council and New York city department of transportation to establish a comprehensive commercial parking plan for the city in which frequently traveled routes and abandoned or decrepit infrastructure along highways and thruways are identified in order to develop an action plan for building commercial parking in the 5 boroughs.
Relates to the sale of bonds and notes of the city of New York, the issuance of bonds or notes with variable rates of interest, interest rate exchange agreements of the city of New York, the selling of bonds at private sale, the refunding of bonds, and the down payment for projects financed by bonds; relates to a pledge and agreement of the state; extends certain provisions relating to interest rate exchange agreements of the city of New York.
Authorizes the New York city council to determine annual rental payments charged to the New York city water board no later than February first of each year.
