Allows county correctional facilities to use the profits from commissaries or canteens within the facilities for the general purposes of the institution.
Establishes four mental health coordinators to provide mental health support and education for members of law enforcement; establishes that coordinators shall provide training, assistance, reporting and set standards for continuing mental health education.
Authorizes housing authorities to operate bingo games; adds guests invited by residents of any apartment, condominium or cooperative complex, housing authority, retirement community, or other group residential complex or facility to the scope of application; allows games to be conducted two days per week; makes related provisions.
Relates to exemptions available to veterans; requires school districts to provide the veterans alternative exemption; establishes that costs associated with such exemption shall be borne by the state.
Provides for a credit against personal income tax for volunteer firefighters who complete qualifications to become a training instructor; provides that such credit shall be equal to the sum of five hundred dollars or the total amount of the tax owed by the taxpayer if less than five hundred dollars, whichever is lower.
Authorizes a personal income tax deduction for expenses paid during the taxable year by a qualified taxpayer attributable to the cost of residential heating, including, but not limited to amounts paid for fuel oil, coal, wood, propane, natural gas, electricity, steam, kerosene and any other fuel used to heat such taxpayer's primary residence.
Establishes a temporary fuel tax holiday for one year; requires the comptroller and the director of the budget to transfer from the general fund to the special obligation reserve and payment account an amount equal to the amount that would have otherwise been deposited if the fuel tax holiday had not been authorized.
Provides lifetime, premium-free insurance through the New York state of health marketplace to a person who donates a kidney during the course of his or her lifetime; establishes the kidney donor insurance fund.
Relates to apportioning aid for career in education in school districts located in a city with a population between 62,000 and 65,000 or between 67,000 and 70,000 as recorded in the 2010 census.
Extends the provisions relating to the New York state thoroughbred breeding and development fund until eleven years after the commencement of the operation of a video lottery terminal facility at Aqueduct racetrack.
