Provides for the development of an environmental health tracking system within the department of health with cooperation from the departments of environmental conservation and labor; provides that the purpose is to gather various environmental data to correlate with disease data; requires the cooperation of the state university of New York schools of public health at Albany and Buffalo.
Requires training for teachers, administrators and instructors in the area of mental health response; requires office of mental health to assist in development of curriculum for training.
Allows members of a public body who cannot physically attend a meeting due to a disability to be counted as present for quorum purposes at meetings attended remotely.
Grants credit against personal income tax to purchasers of residential housing in the amount of any downpayment made on such housing; provides that the maximum credit shall not exceed 5 percent of the purchase price of the residential housing; requires taxpayers to meet eligibility requirements imposed by the state of New York mortgage agency.
Creates the real property regulatory impacts act; provides that the owner of any real property may bring an action against the state whenever the application of any state statute, rule or regulation to such property causes a diminution in value of fifty percent or more.
Relates to conditional release for eligible offenders who complete post-secondary degrees or programs; provides release twelve months before the completion of the controlling minimum period of imprisonment for eligible offenders who complete post-secondary degrees or programs.
Relates to delaying the implementation of class size reduction plans and including additional exemptions to class size targets; provides such plans shall begin in September 2029 and be achieved by September 2034; adds gifted and talented schools and programs, screened admissions schools and programs, portfolio and specialized high schools and advanced placement classes.
