Establishes an accessory dwelling unit incentive program to encourage the creation of accessory dwelling units; includes accessory dwelling units in the definition of the term housing accommodations in the human rights law; provides for a temporary property tax exemption on the increase in value of property resulting from the addition of an accessory dwelling unit.
Requires law enforcement agencies to store physical or other evidence it maintains within fireproof containers or within a fireproof storage area; requires law enforcement agencies to document and photograph evidence before it is stored in a fireproof container or storage area; requires that such documents and photographs be stored in a different location.

Prohibits the use of a victim's DNA collected from sexual offense evidence kits from being added to the state DNA identification index or other databases or being used in certain actions.
Relates to the establishment of special districts for general ambulance services in any county, city, town or village located within the Adirondack park.
Provides milk dealers and agricultural food product transporters with electronic toll collection devices free of charge; requires the department of transportation to reimburse the thruway authority and the metropolitan transportation authority for costs incurred in providing such toll collection devices.
Modifies the date for kindergarten enrollment from when a minor who becomes five or six years of age on or before the first of December to the first of September.
Permits the village justice of the village of Maybrook, Orange county, to reside outside of the Village boundaries but within the town of Montgomery or the town of Hamptonburgh.
