Establishes the mothers and infants lasting change ("MILC") allowance to provide income to eligible participants for the last three months of pregnancy and the first 18 months of the child's life; excludes income received from the MILC allowance for purposes of supplemental nutrition assistance program eligibility.
Relates to requiring covered entities to publicly report on franchise fees, consumer complaints and denials of requests for service; defines covered entities; provides that the department of public service shall investigate allegations against covered entities upon the written request of 25 customers, the chief executive officer of the municipality or the county legislature of the county served.
Relates to reimbursement of school districts for expenditures resulting from certain civil action settlements or jury awards related to child sex offenses if there was a monetary judgement issued or settlement agreement, the school district has no applicable insurance and the settlement or jury award would put a substantial financial burden on the school district.
Imposes a surcharge of twenty-five cents on every online delivery sale where such delivery terminates within the city of New York; deposits funds into a special New York city infrastructure capital fund.
Provides that the department of health may conduct education and outreach programs promoting public awareness of the dangers of fatal and non-fatal drowning.
Requires the office of addiction services and supports to encourage, aid, and facilitate clinical research into the use of ibogaine in drug treatment for heroin, methamphetamine and cocaine addiction.
Relates to the apportionment of expenses for central high school districts; includes the total assessed value of payment in lieu of taxes in apportionment calculation.
