Prohibits the siting and construction of battery energy storage systems and related facilities, systems, infrastructure, and substations of any scale and possessing any storage capacity in assembly district 64.
Authorizes the town of Putnam Valley, in Putnam county to adopt and amend local laws imposing a tax on persons occupying a room for hire in any hotel in an amount not to exceed 2% of the per diem rental rate for each room.
Expands the purposes of the Putnam Lake Volunteer Firemen's Benevolent Association to be to promote and safeguard the welfare of the volunteer members of the corporation, and their families; to provide for the health and safety of the volunteer members of the corporation; and to enhance the morale of the volunteer members of the corporation by providing social and recreational activities for the volunteer members of the corporation and the promotion of the volunteer fire service within the territory protected by such fire department of the Putnam Lake Volunteer Firemen's Benevolent Association.
Relates to calculating the final average salary for members of the New York state and local police and fire retirement system; provides that final average salary shall be equal to one-third of the highest total wages earned during any continuous period of employment for which the member was credited with three years of service credit.
Expands the membership of the interagency task force on trafficking in persons to include the commissioner of the department of transportation, the commissioner of the department of motor vehicles and the executive director of the New York state thruway authority.
Establishes the New York COVID-19 children's fund program to provide assistance to children whose parent, custodian, legal guardian, or related adult household member died as a result of contracting COVID-19, regardless of immigration status of such children.
Authorizes the City of Newburgh to add unpaid housing code violation penalties, costs and fines to such city's annual tax levy in accordance with applicable law.
Authorizes counties with a population of one million or more persons to undertake certain public works pursuant to project labor agreements; authorizes the use of the alternative delivery method known as design-build contracts; provides for the repeal of such provisions upon expiration thereof.
Requires the Thruway Authority to provide at least twelve charging stations at each rest area and gas station complex owned, leased or operated by the Thruway Authority.
Enacts the "Consumer and Small business Protection Act"; relates to standing for persons affected by prohibited or unlawful business practices; expands prohibited acts to include unfair, deceptive or abusive acts.
Relates to claim settlement practices when an insurer refuses to pay or is delaying payment of a settlement; provides a policyholder a private right of action against such insurer doing business in the state who has refused or delayed payment of an insurance claim.
