Extends the reporting deadline of the advisory panel on employee-owned enterprises from June 30, 2023 to June 30, 2024; further extends for one year the advisory panel on employee-owned enterprises which is tasked with reporting and making recommendations on how best to support such businesses and promote the formation and growth of new employee-owned enterprises in New York state.
Authorizes the manufacture of beer, spirits, cider, wine and mead at the community college in Broome county and the Cornell university, acting on behalf of the New York state college of agriculture and life sciences and the New York state agricultural experiment station.
Relates to the maximum number of employees that a minority and women-owned business enterprise may have during a declared state disaster emergency or other emergency or critical need; changes such maximum from three hundred employees to three hundred employees who work thirty or more hours per week over the period of fifty-two weeks for a total of 1,560 hours worked.
Relates to licensing requirements to own, control or operate an appearance enhancement business; provides that no person shall be required to have a license to engage in the practice of nail specialty, waxing, natural hair styling, esthetics or cosmetology as a requirement to receive an appearance enhancement business license; requires a training and examination in order to receive an appearance enhancement business license.
Requires motor vehicle lease contracts to include provisions related to the accumulation of mileage, specifically the amount a lessee will receive back if such lessee does not accumulate all miles that were allotted for the term of the lease.
Creates the 3D printed housing task force to promote large scale construction of 3D printed homes with respect to legislation, regulatory environment, government initiatives and inducements.
Relates to an action for willful neglect of residential real property and treble damages; requires landlords to finance the tenant's temporary relocation.
Requires the state police to have a local liaison within the New York state intelligence center who alerts municipalities of certain suspected domestic extremism threats and receives information from local law enforcement regarding domestic extremism.
Establishes an "operation SNUG" program within the division of criminal justice services which provides grant awards to reduce, prevent or respond to gun violence.
Establishes the prescription drug supply chain transparency act of 2023; requires pharmacy services administrative organizations, pharmacy switch companies and rebate aggregators to register with the insurance department and to provide certain disclosures relating to the ownership and activities of such entities; relates to deposits into the pharmacy benefit manager regulatory fund.
Requires that where a health care professional or professionals require the completion of an allergy checklist or form by the patient, prior to receiving care by such professional or professionals, the checklist or form shall also inquire about the opioid history of such patient.
