Requires online products targeted towards children provide features to protect child users including providing screen time controls, prohibiting the promotion of harmful or illegal activities, and removing features which inappropriately amplify the level of engagement a child user has with the online product.
Establishes certain statewide literacy education programs including standards for an early education program, statewide parents as teachers program, a reading program to provide direct support for and intervention in intensive reading intervention services, and the district reading intervention program.
Requires new teachers applying for certification or a license including childhood education teachers, early education teachers, special education teachers, or reading specialists to have completed training for evidence-based reading instruction.
Prohibits the sale or land application of biosolids from wastewater treatment facilities unless such biosolids are treated and tested to not exceed the maximum contaminant levels established in the public health law.

Provides for reciprocity agreements with other states for medical cannabis programs; directs the cannabis control board to promulgate regulations for the approval of pre-roll products in the medical cannabis program.
