Provides for the taxation of all lands owned by the state, exclusive of the improvements erected thereon by the state, in the city of Beacon and the town of Fishkill in Dutchess county.
Authorizes the state gaming commission to impose monetary fines upon any corporation, association or person participating in a thoroughbred race meeting or off-track betting, whether licensed by such commission or not, for violation of a commission rule or regulation; does not apply to track or parlor patrons.
Provides for limitations on investments of public pension funds and state contracts; prohibits the investment of the available monies of the common retirement fund in any stocks, securities, equities, assets or other obligations of any corporation or company, or any subsidiary, affiliate or parent of any corporation or company, engaged in the boycott of Israel, including Iran-restricted companies and Sudan-restricted companies; prohibits any firm, partnership or corporation that boycotts Israel, that is an Iran-restricted company or that is a Sudan-restricted company from contracting with the state.
Allocates funding for the New York city animal population control fund for the animal population control program; monies that emanate from any resident or source in NYC from certain violations and fees shall be allocated to the NYC animal population control fund.
Relates to the disclosure of information on the fiscal health of a condominium, cooperative apartment building or cooperative community to prospective buyers, current owners and the condominium board or the cooperative board.
Regulates public data maintained by county and city boards of elections; establishes the New York voting and elections database and institute to maintain a statewide database of voting and election data.
Establishes a moratorium on the placement of registered sex offenders by the office for people with developmental disabilities in residential placements for individuals with developmental disabilities; requires the office to study the dangers and effects of such placements and whether there are any other alternatives to such placements and to report to the governor and the legislature on its findings and recommendations.
Permits the rendering of an estimated bill from a utility corporation or municipality under certain circumstances; requires each utility corporation and municipality within six months to submit to the commission a model procedure for the calculation of estimated bills that incorporates best practices and technology and accounts for any barriers to the use of actual meter readings.
Relates to establishing a property tax credit for class 2 cooperative and condominium buildings that are designated safe after a facade safety program inspection.
Establishes the New York city housing authority repair certificate program to grant zoning benefits to developers which perform capital repairs to housing projects.
