Requires medical records to be made available to patients in an electronic format through a web portal and in a format that allows patients to save records to their own device.
Authorizes the Long Island rail road commuter's council to study technologies which would allow seamless communication between fire departments and the Long Island rail road to improve passenger safety and emergency response efficiency.
Requires inspections of child day care homes, programs and facilities include the full premises; requires providers of a family day care home or group family day care home to disclose to the office of children and family services all persons who reside in the home where child day care is being provided; requires all providers of child day care to receive training for, provide and maintain onsite opioid antagonists for use during emergencies.
Requires utility companies to provide written notice to the owner of a residential property of the date and approximate time the utility company will enter onto the property and the purpose for which the utility company employee or contractor shall be entering onto the property.
Authorizes the commissioner of the office of children and family services to conduct a study that examines barriers to the creation of child care providers and provide recommendations thereto to facilitate the creation of new child care providers.
Renames the Christopher Street-Sheridan Square subway station on the IRT Broadway-Seventh Avenue line the "Christopher Street-Stonewall National Monument station"; provides for the repeal of such provisions upon the expiration thereof.

Requires the filling of vacancies in the office of lieutenant-governor be done subject to confirmation by a two-thirds vote in the senate and a two-thirds vote in the assembly.
