Establishes the "Not on our dollar!: Ending New York funding of Hamas violence act" to prohibit not-for-profit corporations from engaging in unauthorized support of Hamas and nations known to fund middle-eastern terrorist group activity; allows for recovery of a civil penalty by the state attorney general; creates a private right of action for violations.
Proposes changes to article 9 of the constitution in relation to the formation of new towns by drawing a map and preparing a charter of the proposed town and preparing a petition relating thereto.
Authorizes SUNY trustees to lease the historic windmill on the Stonybrook campus to the town of Southampton for the purpose of rehabilitating and restoring such windmill; provides that such lease shall be executed within five years of the effective date of this act; makes related provisions.
Authorizes the Triborough bridge and tunnel authority to impose tolls and fees for congestion pricing for motorcycles in the central business district in the amount of half of the charges for the tolls and fees of other vehicles.
Establishes the commission for the modernization and revitalization of the state university of New York downstate medical center which directs such commission to conduct a study to examine services that should be offered at SUNY downstate medical center; directs the commission to submit a report and make recommendations to the legislature.
Directs the secretary of state to develop and implement an adopt-a-rural-cemetery program for the purposes of improving, repairing, and maintaining cemeteries in rural communities which are registered with and overseen by the division of cemeteries; allows municipalities to opt in to the program.
Allows a person who is at least ten years of age to hunt small game, fowl, deer or bear during applicable seasons without obtaining a hunting license or hunter's education course certification and to possess or control a firearm if the person is within arm's reach of a qualified hunting mentor.
Eliminates the restriction on class actions involving a penalty or minimum recovery; adds language expressly permitting class actions against governmental entities.
Requires service companies to obtain liability insurance coverage sufficient to cover the value of property consigned to or deposited with such business by customers of the business; requires service companies to display a certificate of insurance; provides remedies for violations.
Establishes an office of the transit riders advocate to receive and resolve complaints affecting mass transit users of facilities of the metropolitan transportation authority.
Amends the New York city public works investment act to include and permit progressive design-build contracts for certain public works projects which involves procurement selection through a qualifications-based process.
Enacts the legislative oversight of automated decision-making in government act (LOADinG Act) to regulate the use of automated decision-making systems and artificial intelligence techniques by state agencies.
