Enacts the "home utility weatherization jobs act"; requires each gas corporation, electric corporation, or combination gas or electric corporation to submit to the public service commission for review and approval a weatherization pilot program plan.
Provides for the regulation of motorized scooters including registration, safety and equipment, prohibitions on unsafe operation and insurance requirements.
Exempts operators of law enforcement and fire department vessels from laws which regulate vessels on the navigable waters of the state while such operators are in the course of responding to emergencies.
Requires the commissioner of education, in conjunction with the commissioner of health and the commissioner of mental health, to develop model mental health screenings for students and associated guidelines to assist school mental health screeners to perform mental health screening services to identify concerns in students' mental health.
Provides that an unsuccessful offerer may additionally request a written explanation comparable to such debriefing to be provided by mail or electronic mail, which the state agency shall provide within sixty days of the offerer's request for a written explanation; lengthens the period in which a debriefing shall be requested by the unsuccessful offerer and the length of time in which a state agency must respond from 15 days to 30 days.
Authorizes the town of Eden, county of Erie, to discontinue as parklands and alienate certain lands for the purpose of providing needed resources to the existing parks within such town.
Authorizes the sale of liquor for consumption on certain premises located within two hundred feet of a building occupied exclusively as a school, church, synagogue or other place of worship in the borough of Manhattan, county of New York.
Permits the Setauket fire district to enter into contracts with the state university of New York at Stony Brook for the sale or donation of a fire truck or other emergency equipment.
Adds to the definition of trespassing in the third degree, not having entered a lease or license for such building or real property with the rightful owner, enters or remains in such building or upon such real property or otherwise occupies such building or real property without title, right, permission of the rightful owner, or payment of rent accepted by the rightful owner.
Authorizes and directs the metropolitan transportation authority to implement a free fare program on the Long Island Rail Road for firefighters employed by the city of New York.
Establishes the Medicare maximization and assistance program to assist eligible state retirees in obtaining certain Medicare benefits; provides for the investing of any net savings realized by the program back into the New York state health insurance program for the purpose of eliminating or limiting the impact of any premium rate or other cost increases that would be the responsibility of an employee or retiree.
