Enacts the "MWBE equality act" to add ethno-religious groups as minority group members for the purposes of MWBE; defines ethno-religious persons as unified by a common religious and ethnic background.
Enacts the "Nassau future protectors act" to provide additional credits to the Nassau county law enforcement explorers in competitive civil service examinations; makes related provisions.
Permits the villages of Upper Brookville, Flower Hill, East Hampton, Westbury, Saddle Rock and Southampton located in Nassau and Suffolk county to adopt local laws to implement a demonstration program imposing monetary liability not to exceed fifty dollars on the owner of a vehicle for failure of an operator to comply with stop signs; permits such villages to install and operate stop sign photo violation monitoring systems as part of such demonstration program.
Requires charges for telephone calls based on duration, whether over lines or by cellular, to be charged and prorated by the second; applies to all service providers; authorizes the public service commission to promulgate rules and regulations.
Protects residential customers from utility service shutoffs due to non-payment during summer and winter periods of extreme heat or cold; allows such utility services to be discontinued for non-payment outside such periods; requires an annual report to be submitted to the governor and legislature and posted publicly online.
Authorizes the town of Brookhaven to discontinue a portion of real property currently used as parkland to West Ferry Office, LLC for the construction of sewer facilities.
Provides that for the purposes of the electronic open auction public bond sale pilot program, the term "municipality" shall mean a county or a city or town with a population of one hundred thousand or more.
Directs the commissioner of health to do a comprehensive assessment of the existing methodology used to determine payment for early intervention screenings, evaluations, services and service coordination; directs recommendations on reimbursement methodology as well as needs under the program.
Authorizes a building construction, demolition and repair work insurance tax credit for certain qualifying insurance premium payments for personal injury liability insurance and property damage liability insurance.
