Relates to the maintenance of abandoned cemeteries; authorizes a solvent not-for-profit cemetery corporation that merges with an abandoned cemetery in a city to apply for state funds for the maintenance of an abandoned cemetery.
Increases the penalties for operating a snowmobile while intoxicated, doubles penalties for operators having .16 of one per centum or more by weight of alcohol in his or her blood, breath, urine, or saliva, and includes other operating while intoxicated convictions in sentencing considerations.
Directs the commissioner of housing and community renewal to require housing quality standards inspections of Section 8 housing when a tenant moves out or vacates.
Provides that a full time elementary or secondary student shall not have capacity to consent to sexual conduct with a school employee at his or her school or a co-located school, including volunteers, when the employee is 18 or older and more than 4 years older than such student at the time of the act and knows or should reasonably have known that the student was a student at the school or a co-located school, and such employee is not a full time student at such school, nor married to such student.
Provides for the establishment of school speed limits of not less than fifteen miles per hour by the legislative body of any county or, if so delegated, by the legislative body of any locality within said county on a portion of a state highway passing a school building.

Relates to restrictions on class DJ and MJ licenses in the counties of Nassau and Suffolk by permitting such licensees to drive to and from school between the hours of five in the morning to nine o'clock in the evening.
Provides that the acquisition of interests or rights in real property for the preservation of open spaces and areas shall constitute a public purpose for which public funds may be expended or advanced.
Provides for coordination between the department of health and the state long-term care ombudsman regarding residential health care facilities, including such facilities' compliance with state and federal law, and histories of complaints.
