Prohibits employers from requiring low-wage employees to enter into covenants not to compete; requires employers to notify potential employees of any requirement to enter into a covenant not to compete.
Adds certain properties located in a city of one million or more to the definition of a qualified historic home for the historic homeownership rehabilitation credit.
Requires non-profit violence intervention programs to ensure violence interrupters are paid equally to police officers of equal experience working in the municipality in which the program is located.
Creates a school board empowerment act which allows local school districts to declare a fiscal emergency under designated conditions and fiscally restructure so as to minimize adverse impacts on student education; provides for the repeal of such provisions upon the expiration thereof.
Requires long term care insurance carriers who propose to raise long term care insurance premiums to obtain prior approval of the superintendent of financial services.
Authorizes the department of health to establish a program for familial dysautonomia, Canavan's and Tay-Sachs disease screening and counseling and to provide grants and to enter into contracts with public and non-profit private entities to assist in such program; provides that participation in such program shall be voluntary and all information shall be confidential.
Imposes an additional tax surcharge on certain non-primary residence class one and class two properties in a city with a population of one million or more.
Permits an employer who is a member of a recognized religious sect to file an application with the department of labor to be exempted from the provisions of the workers' compensation law with respect to employees who are members of the same recognized religious sect whose religious tenets or teachings oppose acceptance of any insurance benefits.
Establishes a tax credit for the installation of electrical outlets for charging electric cars in certain parking garages owned by condominium management associations or cooperative housing corporations.
Provides that a person is guilty of criminal impersonation in the second degree when a person pretends to be a servicemember or former servicemember, or a first responder, or as having received a decoration or medal; establishes a stolen valor fee.
Establishes a tax credit for employment of an individual who has successfully completed a judicial diversion substance abuse treatment program or graduated from drug court.
Provides a private right of action for nail specialists aggrieved by their employer in the case of a health and safety violation, unlawful retaliatory action, or general labor issues such as hours and breaks.
