Changes the designation of incest in the third degree from a class E to a class B felony, and incest in the second degree from a class D to a class B felony.
Establishes the offenses of obstructing governmental administration by means of dousing a police officer in the first degree, obstructing governmental administration by means of dousing a police officer in the second degree and obstructing governmental administration by means of dousing a police officer in the third degree.
Prohibits insurance companies from discriminating based on genetic predisposition including refusing to issue or renew, charging any increased rate, or restricting any length of coverage; prohibits insurers from requiring genetic testing.
Prohibits the use of lead ammunition in the taking of wildlife on wildlife management areas, state forests, forest preserves, state parks or any other state-owned land that is open for hunting and on land contributing surface water to the New York city water supply.
Relates to the employee status of an individual; establishes criteria for determining whether labor or services performed for remuneration qualify as employment.
Directs the superintendent of the New York State Police to prepare a visor card for the deaf or hard of hearing to enable police to respond to traffic stops involving the deaf or hard of hearing and avoid conflict and escalation because of difficulty communicating.
Authorizes a state monitor for the town of Oyster Bay to provide direct oversight of the fiscal policies, practices, programs and decisions of the town of Oyster Bay.
Requires manufacturers to meet certain standards with their packaging in New York state to reduce waste; establishes the guidelines and sets a timetable by which manufacturers must comply with these provisions.
Directs the division of homeland security and emergency services to create a centralized database of companies and organizations that can be part of the state's emergency response system to provide goods and services during a period of emergency or disaster declared by the governor.
Requires the public school curriculum for children in kindergarten through grade twelve to include a minimum of two hours per week instruction in civics lessons.
