Establishes the retrain and employ unemployed persons program providing grants to community colleges to develop training programs or improve existing workforce development programs for the purposes of training unemployed individuals for jobs in the regions surrounding such community colleges.
Establishes the interagency task force on health literacy, to study health literacy and develop recommendations for improving health literacy in this state.
Relates to monies received and expenditures made by a party committee or constituted committee; such monies shall not be transferred or contributed unless it is to the segregated account of another party committee or constituted committee to be used only for non-candidate expenditures.
Requires certain watercraft, aircrafts, and trains to use clean energy, including ensuring such vehicles are zero-emissions; requires NYSERDA to study zero-emission commercial vehicles, the use of renewable energy in publicly funded airports, and the use of sustainable aviation fuel; requires NYSERDA to administer a grant program to flying schools and clubs that install charging infrastructure.
Directs the commissioner to convene statewide and regional conventions to bring together underrepresented educators annually to discuss experiences, best practices, and afford for networking, mentorship opportunities, and support.
Authorizes the office of parks, recreation and historic preservation and the office of mental health to conduct a study pertaining to a proposed expansion of the Long Island Motor Parkway trail.
Relates to school districts evaluating capital improvement projects for such school district in the state for: compliance with the New York state climate leadership and community protection act, upgrading heating, ventilation or air conditioning to be more energy efficient, including, but not limited to upgrading to an active solar heating system; installing solar panels or other sources of alternative energy; improving broadband accessibility and reliability; upgrading technology so that it is more resistant to security risks; structural improvements, including, but not limited to windows, roofs, foundations and walls; purchasing hybrid or electric school buses; and upgrading plumbing and electrical systems.
Relates to prohibiting New York city boards of elections from entering into contracts for certain services related to the conduct of elections with any entity that does not employ union labor.
