Creates a city-wide council for district seventy-five to advise and comment on educational or instructional policies involving district seventy-five services.
Establishes the bottle redemption fraud task force to provide the governor and the legislature with information on the fraud, enforcement, and reporting requirements related to the New York state returnable container act.
Prohibits publicly traded pharmacies with twenty or more stores in this state from establishing or enforcing quotas for duties performed by pharmacists and pharmacy technicians, including evaluating or measuring the number of prescriptions filled, services rendered, programs offered and revenue obtained.
Ensures that there are at least two fiscal intermediaries headquartered in each county with a population of two hundred thousand or more; provides additional awards to entities providing fiscal intermediary services if they meet certain criteria in order to ensure regional choice and experience serving individuals with developmental disabilities and racial and ethnic minorities.
Relates to owner liability for failure of operator to comply with bus operation-related local law or regulation traffic restrictions and to the adjudication of certain parking infractions; extends provisions relating to a bus rapid transit demonstration program to restrict the use of bus lanes by means of bus lane photo devices.
Provides regulatory control of Internet service providers by the public service commission; requires Internet neutrality; relates to the placement of equipment on utility poles.
Enacts the corporate accountability for tax expenditures act; standardizes applications for state development assistance for empire zone assistance and industrial development agency assistance; requires submission of certain development assistance agreements to the department of taxation and finance; requires recipients of certain development assistance to submit progress reports which include certain information and disclosures; makes certain recapture provisions; defines relevant terms.
Provides that before a person may receive public assistance benefits, he or she must submit to and pass a drug test; requires health care professionals, law enforcement agencies, and courts report certain instances of substance abuse to the commissioner of social services.
Requires the consumer protection division to promulgate a policy governing the use of automatic license plate reader systems by non-law enforcement agencies; requires such non-law enforcement agencies to conspicuously post such policy on their website or in their place of business.
