Provides residency requirements for sex offenders including criminal sanctions for violations; prohibits sex offenders from residing in a residence that is within one thousand five hundred feet of any school grounds.
Authorizes the city of New York to provide for certain residential parking permit systems in certain neighborhoods, including but not limited to, Washington Heights, Harlem, Morningside Heights, Upper West Side, East Harlem, and Upper East Side.
Authorizes owners of mobile barber shops to obtain barber shop owner's licenses provided that they can furnish proof of proper layout, adequate equipment for the shop, sanitary conditions in the shop and good moral character.

Establishes the office of Native American affairs to act as a centralized office for Native American nations to access information on state programs that are provided to Native Americans.
Classifies military monuments and memorials as parkland; provides military monuments or memorials erected or constructed on property of a municipal corporation shall require authorization by an act of the legislature prior to any change in status including alienation, development, leasing, transfer, sale or discontinuance.
Requires the department of health to develop and maternal health care providers to distribute written information about episiotomy to maternity patients.
Expands the definition of crops, livestock and livestock products to include purpose-bred animals raised for research, service animals, working dogs or any working animals in service on a farm.
Authorizes the fingerprinting of employees of informal child care providers; defines terms; provides that an informal child care provider means a program in a facility, other than a residence, in which child care is provided on a regular basis and is not required to be licensed by or registered with the office or licensed by the city of New York.
