Relates to the establishment of special districts for general ambulance services; requires a report on issues of volunteer firefighter and ambulance services staffing.
Establishes state procurement goals for New York state products throughout state agencies and private entities performing state contracts; provides that every year after enactment, a certain percentage of products purchased by state agencies will be New York state products, with such percentage threshold increasing each year up until five years.
Allows for certain notices related to property/casualty insurance contracts under the workers' compensation law and the vehicle and traffic law to be delivered by electronic means.
Establishes a returning veterans tax credit for businesses that hire veterans and disabled veterans; provides that such tax credit is worth $3,000 per veteran hired or $4,000 for every disabled veteran hired and the total benefit shall not exceed $15,000 annually.
Authorizes United States citizens currently residing outside the United States whose last residence in the United States was in the state of New York to vote in certain federal elections.
Relates to the role of the department of corrections and community supervision in planning and facilitating the discharge or release of incarcerated individuals to the community.
Enacts the "Trevyan Rowe child and young teen mental health community safety act"; directs boards of education to create policies, procedures, and guidelines for at-risk children and young teens who have demonstrated suicidal ideation, been victims of harassment or bullying, and/or who have eloped from school property; establishes a commission to evaluate the safety and security of children in primary and secondary public and private schools in this state.
Provides that certain charitable and non-profit institutions shall not have the right to refuse to renew a lease of any current or future tenant occupying housing accommodations owned by such institution except where specifically authorized by law.
Creates the New York flood insurance association which will consist of all insurers authorized to write and engaged in writing within this state, on a direct basis, flood coverage insurance.
Relates to the filling of borrow pits in Jamaica Bay; directs the department of environmental conservation to conduct a study on ecological restoration needs in Jamaica Bay.
Relates to requiring the commissioner to establish licensing and educational standards for individuals providing canine training for non-service and non-police dogs.
