Classifies operating a motor vehicle while under the influence of drugs by an individual under the age of twenty-one as a per se offense; includes any substance or combination of substances that impair, to any extent, physical or mental abilities in the definition of drugs; allows the odor of cannabis to be the basis for evidence for a violation of section 1192-a of the vehicle and traffic law.
Establishes the crime of stalking a police officer, peace officer, correction officer or firefighter to include intent to harass, annoy or alarm a police officer, peace officer, correction officer, firefighter or an immediate family member of a police officer, peace officer, correction officer or firefighter, intentionally engaging in a course of conduct directed at such person which is likely to cause such person to reasonably fear physical injury or serious physical injury, the commission of a sex offense against, or the kidnapping, unlawful imprisonment or death of such person or a member of such person's immediate family.
Establishes the crime of aggravated resisting arrest as where a person intentionally prevents or attempts to prevent a police officer or peace officer from effecting an authorized arrest of such person or another person through the use of physical force, where such authorized arrest is for a crime which is a felony.
Requires the city of New York to establish the New York city school safety fund, which transfers fines collected from the city's photo speed violation monitoring program and fines from the overpassing of stopped school buses to the fund to be used for school initiatives relating to the safe travel of students.
Relates to providing free use of state parks for certified first responders who participated in the rescue effort at the World Trade Center on September 11, 2001.
Requires the commissioner of education of the state of New York to conduct a study on the sufficiency of current education aid apportionment formulas, make recommendations for improvements to such formulas and deliver a report of such findings and recommendations and provides for the repeal of such provisions upon expiration thereof.
Prohibits municipalities from transferring primary investigating authority of vehicle collisions that result in serious injury or death from the police to a non-law enforcement agency.
Relates to safe staffing levels at nursing homes; requires the department of health to give significant weight to labor supply shortages in particular regions during any declared statewide disaster emergency.
Authorizes the department of veterans' affairs to provide eligible veterans with financial assistance for purchasing, training and the upkeep of service dogs and emotional support dogs.
Requires wardens or superintendents of correctional facilities to accept assistance from state and federal agencies and municipalities in the event of an emergency, including loss of power, heat, or water or a medical state of emergency.
