Provides a preference for New York state contractors for purposes of public works contracts; authorizes the commissioner of economic development and the commissioner of labor to promulgate necessary rules and regulations; requires a report to the legislature; makes related provisions.
Enacts the "learning for work act"; establishes the youth apprenticeship program and the enhanced regents professional diploma; appropriates moneys therefor.
Provides that a surrogate court clerk or chief clerk shall refuse to accept for filing papers filed in a proceeding only under certain circumstances or as designated in statute, administrative rule or order of the court; provides such reasons; requires the payment of any applicable statutory fees, or an order of the court waiving payment of such fees, before accepting a paper for filing; makes related provisions.
Establishes a statewide toll-free office of court administration hotline for use by police officers seeking court orders to compel persons to submit to a chemical test of one or more of the following: breath, blood, urine or saliva, to determine the alcohol and/or drug content.
Authorizes the possession of a firearm, shotgun or rifle in certain sport shooting and target practice facilities; provides that current restrictions on possession of a firearm, shotgun or rifle shall not include otherwise lawful possession for the purpose of participating in shooting sports, including practice and competition.
Authorizes courts to exercise discretion permitting a courthouse facility dog for use by witnesses to be used in any judicial proceeding; provides that courts with an available courthouse facility dog must allow a witness under eighteen years of age, or who has a developmental disability, to use a courthouse facility dog to accompany such person while testifying in court; allows any witness who does not meet the criteria of being under eighteen years of age or having a developmental disability to use a courthouse facility dog, if available, to accompany them while testifying in court; defines terms; makes related provisions.
Requires proportionally equivalent appointees of both the majority and minority houses of the legislature in all legislatively enacted workgroups, task forces, commissions, councils, advisory boards, committees and any other legislatively enacted and appointed groups or workgroups; requires that the number of appointees by the legislature shall be proportionally equivalent to the number of appointees by the governor.
Requires the New York city department of buildings to confirm that there are no tenants living at certain properties prior to approving or issuing permits for the demolition or the substantial alteration or renovation of such properties.
Provides that if it appears that a death may have resulted from the commission of a crime, the coroner or medical examiner in any county with geographic jurisdiction over the crime shall have concurrent jurisdiction and authority to investigate the death.
Relates to authorizing the superintendent of financial services to grant three credit hours of continuing education for a licensees' active membership in a statewide professional insurance producer association.
Relates to prohibitions on rebating and discrimination in rates and payments under insurance policies; provides that certain services shall not be considered to be an inducement or rebate unless the superintendent determines that the offer and sale of such services constituted the sole reason for the purchase of such insurance policy.
