Creates a commission to plan for the celebration in the year 2025 of New York state's canal system and the bicentennial of the opening of the Erie Canal.
Provides that the division of criminal justice services shall give preference when awarding grant funds to any law enforcement agency to law enforcement agencies who are accredited by the law enforcement agency accreditation council.
Relates to providing transportation for children with handicapping conditions; removes the requirement that a child attends the school the district is providing transportation to for the purpose of receiving services or programs similar to special educational programs recommended for such child by the local committee on special education.
Creates the utility consumer advocate of the Long Island office of the department of public service to advocate and to represent the interests of residential Long Island utility customers.
Authorizes the board of education of any school district in the state to enter into a contract for the sale of advertising space on school athletic fields owned or leased by the school district; prohibits advertisements for tobacco or alcohol products or for political advocacy; requires prior approval of all advertisements by the local board of education; provides that revenue be retained by the school district making such contract; provides provisions do not apply to cities with a population of one million or more.
Establishes the disaster-related latent damage recovery grant program to repair latent damage to public infrastructure, including publicly-owned roads, bridges, drainage and flood mitigation systems, electrical and mechanical systems and communication systems, and any ancillary infrastructure necessary for the safe operation of the components thereof, where such damage was the result of a natural disaster.
Establishes a tax credit for individuals who serve or are employed as a direct support professional, or direct care worker, up to five thousand dollars for taxpayers who make less than fifty thousand dollars and phased out for individuals who make over one hundred thousand dollars.
Authorizes certain military personnel who are scheduled to be deployed within thirty days to get married within twenty-four hours of receiving a marriage license.
Increases the total awards of the Senator Patricia K. McGee nursing faculty scholarship program by covering the total cost of a recipient's academic program.
Limits the off label use of antipsychotic drugs with black box warnings on elderly patients with dementia; provides for professional misconduct for any health care professional who uses such drug on such patient.
Increases the handling fee paid by a deposit initiator to a dealer or operator of a redemption center from three and one half cents to five cents per container; decreases the amount of quarterly payments a deposit initiator must pay the commissioner of taxation and finance from eighty to forty-seven percent of the balance of initiator's refund value account; provides for registration as a redemption center.
Provides that the tax on premium cigars shall be at the rate of seventy-five percent of the wholesale price or fifty cents, whichever is less, and is intended to be imposed only once upon the sale of any premium cigars; defines "premium cigar"; provides for the repeal of such provisions upon expiration thereof.
