Requires that certain contracts let by the office of general services be reserved for small businesses, including minority-owned business enterprises and women-owned business enterprises.
Changes the amount of the exemption permitted for capital improvements to residential buildings to $200,000 where a local law or resolution is adopted on or after January 1, 2024.
Requires managed care providers to annually provide each participant in their programs with a written list of mail-order pharmacies with which the managed care provider has a contract for coverage of prescription drugs.
Requires that public contracts be divided by size into large, medium, small and micro contracts for the purpose of increasing opportunities for small businesses, including minority-owned business enterprises and women-owned business enterprises, to participate in state contracts.
Requires the state comptroller to prepare and release an annual report grading each state agency on its spending with minority- and women-owned business.
Ensures that public retirees are not having their skilled nursing care benefits reduced under the state health benefit plan at the time they enroll for medicare.
Establishes conviction integrity units; describes conviction integrity units; creates definitions; provides that a prosecution agency may create a conviction integrity unit to review convictions; provides that a conviction integrity unit may make recommendations for changes in convictions and sentences obtained by the prosecution agency; grants the prosecution agency discretion regarding the conviction integrity unit's recommendations; requires notice to the victim if a petition is filed by the prosecution agency; gives the superior court the discretion to provide relief.
Allows the civil service department or a municipal commission to establish continuing eligible lists when appropriate for any class of positions filled through open-competitive examination.
Authorizes Christopher Walser to take the competitive civil service examination for the position of police officer and be placed on the eligible list for employment as a full-time police officer for the village of Skaneateles police department.
Prohibits agreements to pay or provide benefits or wage supplements from including a provision specifying that an employee with accrued, unused vacation pay will not be compensated for such vacation pay upon termination; provides for a minimum of two weeks of wages upon termination to employees who receive granted time.
